After four hundred and fifty years of foreign domination, the people of East Timor voted in a United Nations-sponsored referendum on whether to remain as an autonomous province within the Unitary State of the Republic of Indonesia, which had illegally invaded and occupied the national territory from 1975 to 1999, or to opt for complete independence.
On 30 August 1999, the long-held dream of the East Timorese was realised after decades of genocide perpetrated by the Indonesian state and the loss of hundreds of thousands of citizens through atrocities and starvation.
On 20 May 2002, the United Nations formally trasferred sovereignty into the hands of the newly-created Democratic Republic of East Timor.
Since then, East Timor has struggled to define itself.
The population remains in poverty notwithstanding the vast oil reserves in the Timor Sea and onshore.
Several violent disintegrations of the rule of law have occurred with disastrous consequences for national unity, social cohesion, political stability and economic development.
The traumatic birth of East Timor and its long history of colonial and imperial hegemony has left deep scars on the national psyche and the people who lived through the horrors of the 24-year long genocide.
Ten years after national liberation, foreign forces are still required to keep the peace and maintain law and order. Enormous contributions of foreign aid have had only minimal impact on the restoration of the country's infrastructure and economic system that were destroyed in 1999.
